Important Bylaw Changes Proposed
For the first time in 15 years, the Articles of Association for the Blackburne Creek Homeowner’s Association are scheduled for a major renovation.
When members gather for the 2013 Annual General Meeting of the association at the Ellerslie Rugby Park on Monday, November 4, they will be asked to vote on a series of proposed changes that will update the Articles of Association, also known as the association’s bylaws.
Most of the changes are housekeeping in nature and in all honesty, the revisions should have been made years ago. In the late 1990’s the homeowner’s association took responsibility for the bylaws from Beaverbrook Developments, but to this day, there are several references to “the developer” in the bylaws. These will be changed to “the homeowner’s association.”
There will be some other important changes proposed to the membership. They include:
- No proxy voting allowed at the Annual General Meeting or a Special General Meeting
- The need for a quorum of 25 members at either an AGM or special meeting
- The agreement of 25 members to request a Special General Meeting
- The Board of Directors shall consist of 5-9 members

Letters have been sent to all members from the association inviting them to the meeting, which begins at 7:00pm on November 4. Registration begins at 6:30pm.
Please note, that only encumbered members of the association who have paid their 2013-2014 fees, or non-encumbered members who made voluntary payments earlier this year are allowed to vote.
At registration, everyone will be asked to provide a proof of residency, such as a valid driver's licence showing your address in Blackburne Creek or a utility bill with the address included.
